A highly substantive, film forming Poly Quaternary which provides conditioning and body for hair and skin care products, without build-up. Flexicare PQ-1230 is salt free and is also effective as a cationic emulsifier, anti-static and softening agent in personal care products. INCI name: Polyquaternium 37.
